Paypal Disputes

We had a dispute with a contractor we hired: we paid them via pay pal and they never delivered the service. So, we opened a claim with Pay Pal. After not hearing anything for a month, we got this notice from Pay Pal via email:

After careful review, we have concluded our investigation of the Buyer Complaint described below.

We have decided in your favor, however, we were unable to recover any funds from the seller’s account. As stated in the PayPal User Agreement, recovery of funds associated with a Buyer Complaint cannot be guaranteed.

Please know that we will make our best effort to recover the funds in question if they become available in the seller’s account in the future and will take appropriate action against the seller. Such action may include issuing a warning, a temporary restriction, or terminating the account.

Keep in mind that PayPal uses a number of factors to determine when to take action, including member complaints.

Due to privacy laws, we cannot discuss the details of any action taken.

We hope you understand our policy and that it assures you that you are safe using PayPal.

So, they found in our favor, but could not give us our money back. Another Pay Pal horror story.

    Glad you like the photo. The "safer way to pay" line sure adds to the irony given the subject of you post.

    I am surprised the way they work and respond when something goes wrong. I am in India and a cheque they mailed me, never reached me. I placed a complaint, and got the reply the cheque has been encashed, which prompted me to ask them to provide me details of the cheque as this was a criminal case and i wanted to go to the police. In reply they said that the previous reply was a mistake and they will investigate again. This smells of a clear fraud. I am still waiting for a reply from paypal on the status of my cheque. If someone knows another way they can be brought to book, i will definitely give a try.
